In what reality is this the same model? I feel like I'm doing something wrong here...doesn't even look close to the promo models.

You probably just need to find the right shader and make sure it's using the same render engine. It's the same kind of problem one can have with the difference between Eevee and Cycles in blender, and then things can change even more depending on the HDRI lighting, and the intensity/color of the lighting.

You aren't doing anything wrong; all his renders are AI-enhanced. I tried a couple of characters, and they don't look anything like the promo images.

I'm not sure that RKS uses AI enhance on all of his renders.
Out-of-the-box renders of Sloan:
Render 1: MU1, some random hair, New Guy's 3 point light
Render 2: MU1, random hair, New Guy's 3 point light, rdaughterdaz's portrait light.
I also believe that RKS uses a lot of rdaughterdaz's tips and tricks for the renders (search it, it should be on RH or ArtStation somewhere), as well as rdaughterdaz's oily skin and freckle enhance.

Any ideas on who RKS Peggy is based on? I was thinking Hayley Atwell but some features don't seem to match.

She kinda gave me Megan Boone vibes but now Im thinking she might be some obscure European actress or content creator.

I looked at Peggy Bundy but for me the Katey's nose is very prominent and the Peggy model doesn't fit.

i think it could be loosely based on katey segal the 1st main pick kinda looks like a younger version of her from when she was peggy bundy. but the other pics look nothing like her so im not 100% sure
