I would say she is an edited existing character that will probably not be shared fully but might have some morphs shared if the creator decides to do so. With my past experience in super special characters youd be very lucky to get it.

The creator talks about morphs edited in zbrush, so thats 100% custom. Hair is platinum blonde. This "might" be an edited texture 80% custom. Id say that the texture is probably slightly edited since its talked about defining more quality in lips BUT this could just be Zbrush edits 50% custom. The light skin should be easy to duplicate on any model 10% custom.

these are just guesses but artist like that get infatuated with thier own character rarely share it an do tons of "tweeking" and edits.

Unfortunately custom characters such as this are seldom shared by their creator.
Whilst they like to post renders to show them off, they tend to not like the idea of others playing with their creations.

Yes that is true, there are quite a few free head only morphs about at 'Rosity, ShareCG & deviant & the like.
