Seems like the website was made with WordPress like this website, and something has been added that is preventing regular visitors from accessing part of the website. That's probably why this is happening right now.

I can't say for sure whether the website owner did this on purpose, whether it was added by someone else, or whether the website was compromised. But it looks like access has been restricted somehow.
