ok, I've found out the real reason why it didnt work before.
Apparently the pose file only applies the pose to the first key frame and leave other key frames alone, I was working on other key frame, that's why the pose didn't work.

It seems to be working after rebooting my PC. I don't even have to select HIP, I can just select the G8 figure and apply pose. Weird thing was all my other poses were working before the reboot. Thanks anyway.

yes, I did select the HIP. I also unlock rotation limit like the instructions said.
