The looser fit was actually intentional. I figured that a padded bikini top would probably push out and away from the breast when the shoulders and upper arms are positioned forward from the body. But on the other hand, I would prefer to fix it if it is a distraction.

I personally think that it's a bit too loose. You're right, the interaction between the bra and the upper arms will push the fabric, but a strapless bra is tighter than one with strap. In my opinion, just tight it up a bit and you'll be in business.
I myself would have used Hongyu's bikini where u can make it look wet and i think u should have more water from the pool higher up on her/around her if u know what i mean there is lots of droplets higher up but water around her is not disturbed enough imo
Ever since I saw those square water droplets, I haven't stopped identifying them in 3dArt and in CGI cartoons:
