One way I would do it is to create a geoshell on the character after you put the genitals. It will encompass most grafts as well, I've used it for breastacular. Position the genitals close to the body, then use either fit control or mesh grabber to pull the clothes out before colliding the clothes with the geoshell. Should make it easier at least.
