Actually, after more inquiring, i found out that the dress is more complex than that. I don't know how the artist did it, so you'll have to try and experiment yourself.

But the top of the dress is actually made from this tank top:

which after, he/she added the dress bottom and lace from " dForce Vernea Fae Outfit for Genesis 8 Female(s)" i linked you.

So hum.....how you'll be able to reproduce that. I don't know. But at least you know how that artist did this. (Seem he/she like to custom his/her stuff a LOT!)
