How a post is declared dead?

Hello.
Does site automatically declare post as dead when there's many reports or only admins can do it?

I'm asking because there's this product

it says that it's dead but link works. it's just google drive link.

I wanted to repost it but i checked it anyway for some reason.
Should we still repost such uploads if we can?

I suspect some things can be resurrected from the dead if the poster renews the links. In which case it should be indicated on the original post. Considering how we have so many re-posts of items that are still live, I'd just up it anyway.
