I believe it can be that (almost that) but she have not the freckles

perhaps add this (if you can choose where and how put the freckles)

(Ultimate Freckles for Genesis 8 and 3 Females and Males)

Edit Sorry you are talking about the hair... I was distracted because yesterday I saw a model (tiki...) that looked like the one in the picture you're showing.
