Google Drive can't download

Hi , I noticed with some downloads that use Google Drive won't allow download at the time saying this
"Sorry, you can't view or download this file at this time."

"Too many users have viewed or downloaded this file recently. Please try accessing the file again later. If the file you are trying to access is particularly large or is shared with many people, it may take up to 24 hours to be able to view or download the file. If you still can't access a file after 24 hours, contact your domain administrator"

I'm wondering why this type of sharing system is being allowed when a person can't access it at the time.

well today I got it to download , it kind of sucks when that happens what if I wasn't able to come back for like a week or something.

Oftentimes, it can be circumvented by using a VPN to swap your exit IP address to another country - it's not always perfect, but it works pretty often.

There are other workarounds, but those require using a Google account that you log into - not the most OPSEC-friendly method.
