Add Post not working?

Was trying to upload some files and when i went to add post it said i already hit the upload limit of 10/day but i haven't uploaded anything in atleast a week.

I was wondering about this, thinking it was 10/day per person. I think it might be 10/day in general because as I was making posts I hit that message before I posted 10 myself. I feel bad because I posted a lot but maybe whoever approves them doesn't have time to go through too many?

I am getting this message too, having uploaded nothing in the last 24 hours.

Yes the limit message and also the fact that new posts can take many days to actually hit the main section is strange. Maybe the admin in charge of this function is super busy or on vacation? Who knows?
the 10 limit does seem to be global and not individual though.
