The file is literally empty (just 2 MB) and doesn't contain the hair, just some style presets that don't do anything ...
Luna3D's Quick Click products are a proprietary add on for a hair product.
They never have any stand alone functionality.

I'm pretty sure I've seen that hair base being filled before. You can add a request for the base.
