I’m looking for someone who can convert this power ranger to cr2 format. I want to use it as a doll in Poser.
I also have a toothless dragon plush who needs rigged, I want to use him as a toy too, nothing fancy.

Pretty sure there is at least one nice looking version of the rangers out there for G3 or G8 if not both. Probably multiple versions as well. Why not just use morphs to shrink them?
Lots of toon and youth morphs floating around. I'd think you'd get reasonable to good results and better than trying to rig a low rez model with questionable textures. You could probably run it through something to reduce the polys if you want a cubicle look.
Agree with Adam re. low poly. The file formats (.dae/.fbx) are easy to convert in Blender but the rigging would be much harder.
I hadn’t thought of trying that, nor about the low poly. I’ll do the figure and see how it goes.
