Personally, I have NEVER been able to access the database or the CMS. Nor creating a "no admin" user in my win10 ...
Nor is it too important. The "Smart Content" seems redundant and of a classifying logic of the most "nonsense ..".
I discovered it two days ago ...
The thing is, I have multiple versions of Daz Studio installed.
Surprisingly, I go to the Daz 4.10 (32 bit) icon, and see what it does if I run it as Admin. Oh! Works! I can access the CMS and smart content! And, also in the 64bits version!
I don't know why. In my Os/computer, only me, as Admin.
It doesn't work in Daz 4.12. (not tested in 4.11 ...), but that has never happened.
I have updated win10 (integer) to the new distro, and it must be the "culprit" for this wonderful bug.
My programming skills are few, but accurate. I have used a program delight, which you will know, perhaps, by mention in crackers ... IDA. A nice decompiler (only assembler.., then .. )
And I open the exe from 4.12 (Daz.exe) and it comes out in "strings" the phrase "Permission error" and its "You cannot run this program with elevated permissions" ..
It's curious. The same is true with Daz.exe v4.10 32 / 64bits, and you can read the same. But this one can be run as Admin, while 4.12 cannot.
I love this paradox.
I will see how to do the same in 4.12.

(Smart Content is just filtering... It shows items that are applicable to the selected figure in the scene. It's not necessary, but I find it useful, sometimes. But you don't "need" it.)
Are you running with the 2004 update? You say "new distro"...
Running programs with with elevated privileges (run as administrator) gives them access to a lot of things DAZ doesn't need. Although it's not the end of the world if you know for sure the program is safe, you shouldn't have to do this for DAZ. There's obviously something wrong with your DAZ installation (wrong folder??). Or you're running an altered version that is trying to do something it shouldn't.
deafx, No. I don't think you understand me. and yes, it is 2004, but version 19041.388. I do not know if it is the same .. (I have the updates and the infamous defender quite controlled, and this new version took about 7 hours to install.)
Obviously, it is not necessary, but I could never access the contact with CMS.

It seems strange to me. Look at the image of a deassambler (IDA ..) in the daz.exe in string. You have the same conjecture of avoiding Admin mode. And without touching anything, "eppur si mouve" ...
It is not vital, as you say ... but I am very curious in code.
It is only a comment for those who have the same problem. There are certain scripts that don't work if the database is not operable. (And that has happened to me for 6 years that I am with Daz ..)

What I'm saying is that it isn't normal that you can't access the CMS (unless you run it as administrator) and that there's something wrong with your installation. That's all I'm saying. You probably have your CMS database in a folder that your user (the one logged in) doesn't have access to, unless you use elevated privileges.
As to why DAZ devs decided to not allow their program to run as administrator in newest releases, you'll have to ask them. Usually programs aren't restricted, but they certainly have their reasons.
There are no bad paths. If I create a new user, there is no problem. I install Daz in his profile, and ... the same. I care little, but it is a problem that many users have asked in the Daz forum. The solution: Create a new user ... LOL

The problem resides in the UAC, or rights to access certain folders. But you know what? I do not give a damn. 😀I'm gonna venture a guess, and I might be off, but I'll guess it has to do with Windows language, and perhaps some weird characters in user name or paths. DAZ is a bit picky.
I've never had issues with the CMS or paths either (except for some DLL installations, but that is due to DAZ not fixing the registry properly).
The CMS works, there is no need for admin privileges ("run as admin" and having a user that is administrator are two different things)
