DOF Method 2: Keep the ground visible, render one image with DOF on, one with DOF off, and then combine both in Photoshop with a gradient on the top layer applied to a mask

You can place your character in the water by entering negative Y values
Adjust render settings -> ground reflective + specular to control reflections
Render 2 images, one with ground ON, one with ground OFF, and combine both with custom opacity to adjust the see underwater level
HDRI maps can be used in any 3D software with some basic gamma/intensity/scale adjustments
