There are lots of blender/daz questions here, so the answer is 'of course'.

You can absolutely ask Daz and Blender questions here, but, I might point that:

A) trashing a respected community mod
B) having a keyboard-bashing name
C) having no profile picture
and
D) snarkily asking if you can post without getting deleted

isn't doing much to ingratiate yourself to the community.

But you're welcome to try and turn it around. I've seen bigger comebacks.

I figured out the answer to my 1st problem, but ran into another issue...

Question: Is there another software/tool (other than Wrap) for converting non-Daz textures into Daz textures?

Not sure if it will solve your second problem but I just load whatever texture I want the click Uber Shader and in works most of the time. You might have to edit its shine/gloss.

Trying to convert a (non-Daz) character head to a 8.1 or 9 female morph.

I'm talking about doing it myself (I give up)! I'll ask someone on renderhub, or patreon to do it for me.
